Attendance Policy

        The fundamental right to attend the public school places upon students the accompanying responsibility to be faithful in attendance. Excellent attendance is essential for a student's successful progress in the instructional program, in proper contribution in citizenship and in the workplace. Harrison County Schools will encourage, instruct toward, and recognize excellent attendance. Compulsory school attendance shall begin with the school year in which the sixth birthday is reached prior to September 1 of such year or upon enrolling in a publicly supported kindergarten program and continue to the sixteenth birthday or for as long as the student school continue to be enrolled in a school system after the sixteenth birthday: provided, that a child may be removed from such kindergarten program when the principal, teacher and parent or guardian concur that the best interest of the child would not be served by requiring further attendance: provided however, that the publicly supported kindergarten program: provided further, that the compulsory school attendance provision of this Article shall be enforced against a person eighteen years of age or older for as long as the person continues to be enrolled on a school system, and shall not be enforced against the parent, guardian, or custodian of such person.

        It shall be the responsibility of the county attendance officer to comply with all regulations as outlined in the compulsory school attendance laws, Schools Laws of West Virginia, S18-8-1 to S18-8-11 including the commencement and termination of compulsory school attendance requirements; home visitations, licensing for privilege of operation of motor vehicles, reporting of offenses, penalties and cost of prosecution; attendance workers; performing the duties of the position including the processing of complaints, warrants and hearings; coordinating activities with principals and teachers who are experiencing problems with student attendance; keeps records on student attendance, and reports the disposition of all fines collected. The county attendance officer will perform all responsibilities under the penalties outlined in Article S18-8-2 to S18-8-11 of the School Laws of West Virginia.
